Denise: in Brussels new guidelines for searches are being defined

 

Brussels, 17/11/2010. After the request to create an international task force for the search for missing children, launched on September 1, 2010, Piera Maggio, the mother of Denise Pipitone, the little girl who disappeared in Mazara del Vallo (Sicily-Italy) on September 1, 2004, will be a guest in the morning at the Royal Palace in Brussels, at the conference "Vulnerable Children on the run, a European Challenge" and in the early afternoon will speak at the press room of the European Parliament at the conference "European strategies against the phenomenon of missing children", together with the honorable vice-presidents of the European Parliament Angelilli, Pittella, McMillan-Scott and Hon. Iacolino, vice-president of the Committee on Civil Liberties, Justice and Home Affairs. The proposed topic will be that of a new police body, specifically trained, internal to the individual EU members, which can intervene promptly in case of the disappearance of a minor and the establishment of a single European operational group for the search for missing children through large-scale media, which differs from and integrates with all the alert and contact services already operating in the territory.

Bruxelles 17/11/2010 - Après la demande de création d'une task force internationale pour la recherche des enfants disparus, lancée en Septembre 2010, Piera Maggio, la mère de Denise Pipitone, la fillette disparue à Mazara del Vallo (Sicile-Italie), le 1er septembre 2004, au matin, sera l'invitée au Palais Royal à Bruxelles, lors de la conférence «Les enfants vulnérables à la course, un défi européen» et dans l'après-midi, elle prendra la parole à la conférence de presse du Parlement européen "Stratégie européenne contre le phénomène des enfants disparus », avec les vice-présidents Angelilli Pittella, McMillan-Scott et Iacolino, vice-président pour les libertés civiles, de la justice et des affaires intérieures. Le thème sera de savoir comment constituer un nouveau groupe de policiers spécialisés, interne aux membres de l'Union européenne seule, qui pourrait agir rapidement en cas de disparition d'enfants et la création d'un groupe européen d'exploitation pour la recherche d'enfants disparus à travers les médias à grande échelle.

The Vice-President of the European Parliament Roberta Angelilli met on November 17 in Brussels with Piera Maggio, the mother of little Denise Pipitone who disappeared six years ago in Mazara del Vallo.

The officials of the European Commission who deal with missing children gave their full support to Denise's mother's project, who proposed to launch an international task force able to act promptly in case of the disappearance of a minor. Furthermore, the establishment of a single European operational unit for the search for children through the media was requested, in addition to widespread and permanent dissemination of the child's images via sms, mms, television, internet... so as to raise awareness among millions of people in a very short time. Denise, the mother writes to the EU Heads of State

An open letter to the heads of state of the 27 member countries of the European Union was sent today by Piera Maggio, the mother of Denise Pipitone, the four-year-old girl who disappeared without a trace on September 1, 2004, from Mazara del Vallo (Trapani). "These are difficult moments for the mother today," reads the blog dedicated to Denise, "having to relive the memory and anguish of the first days without her little girl is heartbreaking and after countless initiatives for the search, she has decided that this date, the first of September, must be the day of reflection, or as she wants to call it, the 'day of conscience.'"

And so, in this disarming simplicity of a mother, she picks up the pen and writes, without limits or barriers, directing her sensitivity and pain towards the whole of Europe." In a sincere and moving letter, the woman writes to all the heads of state and government of the union, of all 27 member countries, sending the same communication to each of them, king or president, prime minister or chancellor, through official press channels or their respective secretariats. In the document translated into English to be more easily understood abroad, Piera Maggio asks the European authorities to establish an international task force under the direct supervision of the heads of state, for the search for missing minors and the identification of guidelines and international initiatives in collaboration with the media, in order to counter child abductions. The woman addresses them "interpreting the meaning of the European Union as that extraordinary cohesion" that allows her to see in them her representatives and not "those of a foreign nation." Piera Maggio hopes that all children will be considered "untouchable" and that "no one can kidnap a child in Poland because he would be searched for in France as if he were a French child and vice versa." All this to carry out "targeted" interventions on a large scale, avoiding the territorial fragmentation of searches that in many circumstances actually prevents a positive outcome. Here is the beginning of Piera Maggio's open letter: "Today is the first of September, and it is a sad anniversary. Six years have now passed since my daughter Denise, who was just 4 at the time, was abducted in front of our house. The search for my poor little girl has involved millions of people, ordinary citizens, police officers and investigative bodies, politicians and institutions. All this shows that there is and is strong an interest on the part of all citizens of every country to be able to contribute to the search for missing minors. On this sad anniversary I have decided to take the path of conscience, a journey of awareness directed at the leaders of all European countries." And she writes again: "I act as a European citizen, who feels free to ask directly those who govern other countries of the federation to pay attention to this problem that afflicts the whole world. And I address all of you interpreting the meaning of the European Union as that extraordinary cohesion that allows me to see in you my representatives, and not those of a foreign nation. I ask you to help improve our home, because if the effort is not joint, no result can be achieved."

 

Piera Maggio, addressing the EU heads of state, writes again: "You see, many people are convinced that I am looking for something special and extraordinary for a little girl, my daughter, who is like so many others. In fact, my little girl is special to me, as I am her mother, just as your children are special to you. What difference can there be in the pain felt by an Italian mother losing a child compared to that of a mother living in Germany in the same situation? The nightmare of losing track of one's child experienced by the parents of a kidnapped Spanish child represents the same dramatic anguish as the parents of a child in Denmark. But if all these children are special to their parents, then it means that in Europe there are thousands of truly special children who urgently need your help. What must be born is the awareness of moving in the same direction, with the same intentions. The solution to the problem of a missing child in Greece will also greatly benefit the child living in Bulgaria. If the method is right and the action unanimous, the result will be strong and lasting for every country."

 

And here is the request to the heads of state: "What I ask of you is to create, under your direct supervision, an international task force for the search for missing minors and help for their families that has extra-territorial competence and can develop directives to be applied in every country for the conduct of systematic and targeted searches. It is important that there is an in-depth study of the problem and that a solution is sought that is no longer territorially localized or linked to the field of investigation and police, but that other channels are also considered for the massive dissemination at European level of images of missing minors and a systematic widespread search action. If each country limits itself to investigating for its own missing minors within its own borders, for those who kidnap it will be enough to transport the minors outside the country of origin for their traces to be lost."

 

"But if every European country (with the full cooperation of the media) accepts the challenge of also searching for the children of other countries, I am sure that the success rate in searches will be greatly increased. Imagine the European Union being able to consider all children as 'untouchable', so that no one can kidnap a child in Poland, because he would be searched for in France as if he were French, and vice versa. On this sad day I have not organized demonstrations in favor of my daughter, as I have already promoted in the past, but I have sought an inner moment of reflection," writes Piera Maggio again. "If you see me overwhelmed by fatigue, and you believe that a mother can resign herself to a fate of injustice, know that you are only seeing the decline of my material body: nothing has changed in the vigor and strength I have in my soul and I will look for my daughter as long as I live, and perhaps beyond." "No one will ever make me give up the principle of seeking truth and transparency," she emphasizes, "which is often lacking today in the investigative framework. My heart is suffering for negative events and for unclear aspects of the whole affair and I am saddened by the course of justice which, not completing its cycle, perhaps due to the lack of what I have anticipated to you, leaves in my hands instead of a daughter, only a case number. I cannot accept that bureaucracy and the lack of a comprehensive strategy can over time weaken the flame of hope in the hearts of people who believe that Denise is alive. She is not a porcelain doll that can be lost or broken, and for which to be sorry. She is a living child, who breathes and suffers, and who desperately needs help. So what I ask is not selfishly to take away from me a very strong pain, but to restore freedom and identity to a human being." And she concludes: "I do not have the radical solution to the problem of missing children, but the experience gained in these years leads me to believe that if a solution exists, it must be sought with the collaboration of everyone. I trust in your deepest sense of humanity, so that you may be the light and hope for our children."
